Company Leadership
Chen Moore and Associates has a strong leadership team, with numerous professionals in engineering and landscape architecture. The company officers and their backgrounds are as follows:
Dr. Ben H. Chen, PE, BCEE – Founder and Chairman
Dr. Chen received his Bachelor of Science and Master of Science degrees in Civil and Sanitary Engineering from National Taiwan University before immigrating to the United States to obtain his Doctor of Philosophy Degree in Civil Engineering from the Virginia Polytechnic University. During a career with several traditional large environmental engineering firms, Dr. Chen worked on projects in Hawaii, the Metro DC Area and Detroit before moving to Florida. Since founding Chen Moore and Associates, Dr. Chen has worked on a wide variety of projects, including the expansion of the Broward County North Regional Wastewater Treatment Plant, the Broward County Neighborhood Improvement Program and multiple Value Engineering Projects throughout the world. Dr. Chen is a professionally licensed engineer in Florida and Virginia.
Peter M. Moore, PE, LEED AP - President
Mr. Moore received his Bachelor of Science and Master of Engineering Degrees in Civil Engineering from the University of Florida. He has worked on a wide variety of projects throughout Florida, including water and wastewater treatment plants, water distribution and sanitary collection projects, stormwater master planning and collection projects and a full range of municipal engineering duties. Currently managing the day-to-day duties of the firm, Mr. Moore also manages projects in the City of Pompano Beach and City of Fort Lauderdale, serves as the principal-in-charge for a wide variety of projects in Broward County and serves as the outsourced City Engineer for the City of Coral Springs. Mr. Moore is a professionally licensed engineer in Florida.
Jason J. McClair, PE, LEED AP – Treasurer / Vice President of Operations
Mr. McClair received his Bachelor of Science in Civil Engineering from the University of Florida. Mr. McClair is a senior civil engineer with experience and knowledge in various disciplines, such as utility infrastructure design, regulatory permitting, geotechnical engineering, and computer aided flow modeling for stormwater collection, water distribution, and sanitary transmission systems. He is currently the project manager for the Fort Lauderdale-Hollywood International Airport Stormwater Master Plan Update. He is also the client contact for the Town of Lauderdale-by-the-Sea, City of Pompano Beach, City of Fort Lauderdale, City of Coconut Creek, and Village of Islamorada on all projects. Mr. McClair is a professionally licensed engineer in Florida. Mr. McClair has years of experience working on a number of Stormwater Master Plans, Infrastructure Master Plans, and CRA Master Planning.
Oscar R. Bello, PE – Secretary
Mr. Bello received his Bachelor of Science in Civil Engineering from the University of Central Florida. He has experience in the planning, design, permitting, and construction management of water, wastewater, and drainage municipal projects in Florida. Mr. Bello has worked as a project manager and project engineer for various projects in South and Central Florida. He is currently project manager for the City of Miami Beach, City of Dania Beach, and the City of Key West. Mr. Bello is a professionally licensed engineer in Florida. Bello has been the firm's key manager for work in Miami Beach and the Florida Keys. He has extensive experience on Design Build projects.
Jose L. Acosta, PE - Vice President of Business Development
Mr. Acosta has Bachelor of Science degrees in Civil and Architectural Engineering from the University of Miami. He also received a Master's Degree in Business Administration from Auburn University in Auburn. Acosta is a professional engineer licensed in the state of Florida. He has experience providing civil engineering, planning and construction observation services for public and private sector clients including residential, commercial, corporate and multi-use development projects throughout South Florida. He also has extensive experience working for various school boards, universities, hospitals, and native American tribes with architecture, engineering and contractor teaming partners. He previously served as the Director of Engineering for over four years serving offices between Miami and Orlando for another firm.
Cristobal Betancourt, RLA – Director of Landscape Architecture and Planning
Mr. Betancourt received his Bachelor of Science in Landscape Architecture from Cornell University. He has experience providing planning and landscape architecture design solutions for public and private sector clients. Mr. Betancourt provides a full range of services starting with due diligence and master planning culminating in detailed site design. Most of Mr. Betancourt’s current projects involve the design of facilities that are pursuing LEED accreditation through the United States Green Building Council. He is well versed in the use of low-impact development techniques applied to site planning. Mr. Betancourt has provided design services for commercial, corporate, education (K-12, special needs, and university levels), healthcare, research, residential (single and multi-family), retail and entertainment, planned unit developments, and transit oriented developments across the U.S. and abroad. He is a registered Landscape Architect in Florida, New York and New Jersey.
