Municipal

Chen Moore and Associates has been working for municipal clientele since 1986 and has a vast array of project history with municipalities. Our services to municipalities also include performing as city engineer for several cities. Several of the major municipal projects that we have performed over the years are highlighted below.

Broadview Park Neighborhood Improvement Project

The Broadview Park Neighborhood Improvement Project (BPNIP) was the last of the Neighborhood Infrastructure Improvements projects to be carried out by Broward County in the unincorporated areas. Chen Moore and Associates was selected as the prime consultant for the Basis of Design Report (BODR) and to design and administer the construction of improvements to subsequent bid packages. The four bid packages address water, sanitary sewer and drainage improvements, while introducing sidewalks and enhancing the community's roadway and landscape.

The first two bid packages included replacing an entire existing water system, as it was formerly a private utility, and constructing three new lift stations, thousands of linear feet of gravity sewer, force mains, drainage improvements, roadway restoration and new sidewalks. The gravity sewer system was designed using a GIS capacity analysis tool that calculated and summarized the flow rates for each parcel in the service area. GIS was utilized during construction to track resident complaints, track the work that had been completed and estimate the contractor's variance from the original schedule. The third and fourth bid packages addressed the sanitary sewer and drainage improvements, as well as improvements to the community's sidewalks, roadway and landscape. 

Miami Beach City Center Right -of-Way Improvements

Chen Moore and Associates is under contract with the city of Miami Beach to perform planning, design, permitting and construction administration services for the infrastructure redevelopment within public right-of-way areas of the city center neighborhood in downtown Miami Beach. The project scope included stormwater drainage, sanitary force main, and water main infrastructure improvements along with streetscaping, landscaping, and lighting upgrades. The project required extensive coordination with the general public, RDA, and historic districts. Under this project, Chen Moore and Associates was also responsible for the design, permitting, construction administration for a proposed 30-inch diameter force main (1,027 LF) along 17th Street, which will act as an emergency bypass for the city's backbone network of sanitary transmission mains. 

Coral Springs Public Safety Complex

Chen Moore and Associates served as the program managers for the Coral Springs Public Safety Complex. This project involved a renovation of police administration, communications, evidence and lock-up facilities; the addition of a new Emergency Operations Center (EOC) and Fire Administration Office Building; and the construction of a new four bay fire station. This project was constructed in phases, keeping the existing facility in operation throughout the process. The EOC and administration areas were completed in April 2010. Fire Station 80 is certified as a LEED Gold building. 

Lauderdale-By-The-Sea Town Engineer

Chen Moore and Associates is the Town Engineer for the town of Lauderdale-By-the-Sea, providing technical support to all engineering related matters. One of the main priorities is reviewing and approving engineering plan submittals for site plan review and engineering permits. This requires ensuring all submittals comply with town ordinances and all county, state and federal regulations regarding site development. Reviews include general site conditions, water, sewer, paving, drainage, appropriate permit calculations, NPDES permitting and compliance, traffic analysis and proper coordination with surrounding municipalities. 

Deerfield Beach CRA Main Beach Parking Lot

Chen Moore and Associates provided conceptual planning to address traffic circulation, landscaping, lighting, parking layout, drainage and existing facility conditions. The conceptual plan has incorporated additional areas for pedestrian use including seating areas and multi-use areas for special events. The project is located in a coastal zone requiring coordination and permitting through the Florida Department of Environmental Protection for work east of the Coastal Construction Control Line (CCCL). There is also a fire station on the site requiring close coordination with the city of Deerfield Beach Fire Department to facilitate emergency response. 

High Springs Roadway Improvement Program

Chen Moore and Associates is providing construction administration for 13 projects for the city of High Springs. The projects consist of 20 roadway corridors within the city limits and include grading stormwater treatment swales; replacing drainage culverts; reconstructing roadway base, asphalt or chip seal surface treatment; constructing asphalt driveway turnouts; and signing and pavement marking. 

Riviera Beach MLK Utility Relocation

Chen Moore and Associates is assisting the city of Riviera Beach Utility District (RBUD) with coordinating the relocation of underground utilities which are in conflict with the proposed road widening project for Martin Luther King Junior Boulevard. The widening is being performed by Florida Department of Transportation (FDOT). The scope of services includes the following: 

  • Coordination with FDOT
  • Coordination with RBUD
  • Coordinate with the Palm Beach County Health Department (PBCHD)
  • Coordinate utility test holes with RBUD equipment
  • Prepare utility relocation design and traffic management plans necessary for FDOT

  • Minimal Construction Administration
