Freeman Bass, P.E., is Associate Vice President of Power Delivery at ChenMoore, with more than 10 years of experience in electrical engineering, utility infrastructure, and power delivery systems. He provides leadership for the firm’s power delivery practice, supporting the planning, design, permitting, and construction of transmission, distribution, substation, and industrial electrical infrastructure projects for investor-owned utilities, municipal utilities, and institutional clients. As Project Manager and Lead Electrical Engineer, Freeman oversees multidisciplinary teams and delivers innovative, reliable, and cost-effective power solutions from concept through construction.

Freeman has extensive expertise in overhead and underground transmission and distribution design, substation engineering, protection and control systems, SCADA integration, fiber optic infrastructure, power system modeling, relay coordination, lighting design, and industrial electrical systems. His experience includes projects for Florida Power & Light, Jacksonville Electric Authority (JEA), Reedy Creek Energy Services, Beaches Energy Services, the City of Bartow, the City of Lake Worth, and other utility providers throughout Florida. He has led the design of transmission relocations, distribution upgrades, substation expansions, industrial control systems, fiber optic networks, and complex utility relocations while utilizing advanced engineering software including PLS-CADD, CAISSON, and Synergi to develop resilient and efficient power delivery solutions.

Freeman is a licensed Professional Engineer whose combination of technical expertise, project leadership, and commitment to quality has made him a trusted partner for utility clients throughout the region. His collaborative approach and deep understanding of utility infrastructure enable ChenMoore to deliver dependable, modern power systems that support growing communities and critical infrastructure.
