Water & Sewer

We support utility providers through the design and rehabilitation of pump stations, water distribution, and sanitary sewer systems. Our nationally recognized expertise in trenchless technologies positions ChenMoore as a trusted partner in renewing critical infrastructure and extending the life of essential systems.

Water & Sewer

Committed to resilient, reliable, and future-ready water and wastewater systems.

Our Water & Wastewater practice provides comprehensive services spanning the entire project lifecycle, including utility master planning, hydraulic modeling, asset management, condition assessments, regulatory compliance, permitting, treatment process design, pump stations, transmission and distribution systems, force mains, gravity sewer systems, reclaimed water systems, and construction engineering and inspection. By integrating advanced technologies, data-driven analysis, and sustainable design practices, we help clients optimize system performance, improve reliability, extend asset life, and maximize return on infrastructure investments.

ChenMoore’s professionals have successfully delivered projects ranging from localized system improvements to large-scale regional utility programs. Our team has extensive experience supporting capital improvement programs, resiliency initiatives, emergency response and recovery efforts, utility relocations, and infrastructure modernization projects. We understand the evolving regulatory landscape and work closely with stakeholders to develop practical, cost-effective solutions that balance operational needs, environmental stewardship, and long-term community goals.

Trenchless Technologies

As a trusted consultant to utilities, ChenMoore considers it an imperative to be up to date on the latest technologies available in our industry. Trenchless technology for pipeline rehabilitation has been available for decades, ChenMoore has been utilizing liners and pipe bursting approaches for gravity sewer applications for all that time. More recently, the transfer of technologies from the oil and gas industry to the water and sewer industry has created a paradigm shift in the application of trenchless technology for pressure pipe.

ChenMoore is a recognized leader in trenchless technology, delivering innovative solutions for the installation, rehabilitation, and replacement of critical underground infrastructure with minimal surface disruption. For more than two decades, our team has successfully completed complex trenchless projects throughout Florida and internationally, earning recognition for technical excellence and innovation.

Our multidisciplinary team provides planning, design, permitting, and construction administration for a wide range of trenchless methods, including:

– Horizontal Directional Drilling (HDD)
– Compression Fit HDPE Lining (Swagelining)
– Cured-in-Place Pipe (CIPP)
– Pipe Bursting for Pressure and Gravity Systems
– Sliplining
– Jack and Bore

Our experience includes large-diameter water transmission mains, gravity sewer systems, force mains, potable water infrastructure, and complex subaqueous crossings beneath rivers, canals, railways, and major transportation corridors. We have designed HDD installations utilizing PVC, ductile iron, and HDPE pipe up to 48 inches in diameter, with successful projects spanning Florida, Panama, and the Dominican Republic.

By combining deep technical expertise with practical construction knowledge, ChenMoore develops trenchless solutions that reduce environmental impacts, minimize community disruption, accelerate project delivery, and extend the service life of critical infrastructure.

Septic-to-Sewer

Protecting Florida’s springs, waterways, and environmentally sensitive ecosystems requires strategic investments in wastewater infrastructure. As aging septic systems continue to impact water quality in many communities, municipalities are increasingly implementing septic-to-sewer conversion programs to reduce nutrient loading, improve public health, and meet evolving regulatory requirements.

ChenMoore partners with local governments, utilities, and water management agencies to plan, design, and implement comprehensive wastewater collection systems that support these initiatives. Our team understands the complex regulatory framework governing septic conversions, including state, county, and local health department requirements, and works closely with clients to develop practical, cost-effective solutions tailored to each community’s unique needs.

From feasibility studies and master planning to collection system design, permitting, and construction support, ChenMoore evaluates a range of wastewater conveyance alternatives to identify the most effective approach for each project. We consider existing infrastructure, environmental constraints, constructability, long-term operations, funding opportunities, and community impacts to deliver solutions that are both sustainable and implementable.

By replacing aging septic systems with modern wastewater infrastructure, our projects help improve water quality, protect natural resources, enhance public health, and strengthen the resilience of Florida’s communities for generations to come.

Utility Transmission Main, and Aerial and Subaqueous Crossings Experts

ChenMoore has become an expert in the design of large transmission mains. We understand the critical nature of these pipelines and how the design needs to consider items outside of traditional collection and distribution systems. ChenMoore has designed over 12 aerial crossings and 50 HDD in the past 7 years. These range from smaller HDD crossings under municipal roadways and aerial crossings over Water Management District waterways/canals, to long HDD crossings under the Intracoastal Waterway. We not only work on these designs, but we have completed multiple design-build projects involving large diameter HDDs. This provides us the opportunity to understand the latest industry standards with the construction equipment and methods. It also allows us to gain lessons learned from the most prominent HDD and aerial crossing contractors and bring those lessons into our designs.
