Robert W. Best, Jr., P.E., is Practice Leader of Water & Sewer Infrastructure at ChenMoore, bringing more than 22 years of experience managing the planning, analysis, design, and construction of complex utility infrastructure projects. He leads the firm’s Water & Sewer Infrastructure practice, overseeing multidisciplinary teams delivering municipal water, wastewater, stormwater, transportation, and land development projects for public agencies, utilities, universities, and private clients. Rob is recognized for his expertise in project management, hydraulic modeling, utility master planning, and the successful delivery of complex infrastructure improvements from planning through construction.

Rob specializes in hydraulic analysis and modeling, water distribution systems, wastewater collection systems, water reuse systems, gravity sewers, force mains, pump stations, treatment facilities, stormwater systems, and utility master planning. He has extensive experience utilizing Bentley WaterGEMS, WaterCAD, SewerGEMS, and SewerCAD to evaluate existing systems, develop hydraulic models, analyze future demands, optimize system performance, and identify capital improvement recommendations. His modeling experience includes municipal water distribution systems, complex force main networks, lift station evaluations, sewer master plans, and utility infrastructure projects for clients including the University of Florida, Kennedy Space Center/NASA, Brevard County Utilities, Charlotte County Utilities, Space Florida, Blue Origin, Aquarion Water Company, and numerous municipalities throughout Florida and the Northeast. In addition to utility infrastructure, his expertise includes transportation corridor evaluations, stormwater analysis and permitting, grading design, and site development engineering.

Rob earned Bachelor of Science and Master of Science degrees in Civil Engineering and has built a reputation for delivering technically sound, practical, and innovative engineering solutions. His extensive experience in hydraulic modeling, infrastructure planning, and multidisciplinary project management, combined with his collaborative leadership approach, enables ChenMoore to deliver resilient, sustainable, and efficient utility systems that provide lasting value for clients and the communities they serve.
