ChenMoore served as lead designer for an emergency design-build program to rehabilitate and replace an aging 30-inch wastewater force main while providing critical system redundancy for the City of Fort Lauderdale. Working as part of a design-build team led by Murphy Pipeline Contractors, the project encompassed four phases across multiple locations, including the Tarpon River crossing, downtown Fort Lauderdale, Sistrunk Boulevard, and the NW 5th Street and NW 9th Avenue corridor.

The program rehabilitated and replaced nearly 20,000 linear feet of force main utilizing a combination of swagelining, horizontal directional drilling (HDD), and open-cut construction methods. Construction occurred within residential neighborhoods, mixed-use developments, and active business districts, requiring extensive coordination to maintain traffic flow, public access, and uninterrupted wastewater service.

ChenMoore provided planning, surveying, engineering design, permitting, construction observation, and certification services throughout project implementation. The project included a complex subaqueous HDD crossing beneath the Tarpon River, multiple installations within constrained urban corridors, and extensive maintenance of traffic coordination in heavily traveled areas.

Through accelerated project delivery and close coordination with local, regional, and federal agencies, the emergency improvements were designed, permitted, constructed, and placed into operation within nine months of Notice to Proceed. The completed project significantly improved system reliability and resiliency while extending the useful life of critical wastewater infrastructure.
