ChenMoore supported the design and implementation of Phase 1A of the South County Reclaimed Water Transmission Pipeline for the Palm Beach County Water Utilities Department. The project established a regional reclaimed water interconnect with Broward County, delivering critical transmission infrastructure through complex utility coordination, trenchless construction, and environmental permitting while supporting long-term sustainable water reuse.
Palm Beach County Water Utilities Department retained ChenMoore to support Phase 1A design and implementation of the South County Reclaimed Water Transmission Pipeline as part of a regional reclaimed water system developed jointly with Broward County. The project advanced critical infrastructure needed to deliver reclaimed water from Broward County’s North Regional Wastewater Treatment Plant to Palm Beach County customers under an interlocal agreement governing construction, ownership, operation, and maintenance of the regional system.
Phase 1A included approximately 19,500 linear feet (3.7 miles) of reclaimed water transmission pipeline designed to provide an initial annual average daily flow of 2 million gallons per day. The alignment connected to Broward County, crossed the Hillsboro Canal, and continued along Riverside Drive, Glades Road, and an FPL transmission easement with planned reclaimed water outfalls serving multiple golf courses.
ChenMoore provided project management, engineering design, permitting, public outreach, bidding support, construction administration, and construction inspection. Design incorporated multiple pipe sizes and materials, including ductile iron pipe, HDPE installed by horizontal directional drilling, and PVC. The project also included a 500-foot HDD crossing beneath Glades Road and a private lake, lake discharge facilities, utility investigations, survey, geotechnical and environmental evaluations, cultural resource investigations, and subsurface utility engineering.
ChenMoore coordinated permitting for canal crossings, roadway impacts, wellfields, dewatering, and reclaimed water facilities with the South Florida Water Management District and other agencies while supporting ENVISION sustainability certification. Through proactive coordination across multiple jurisdictions and concurrent design and permitting activities, the project was successfully delivered to support implementation of the regional reclaimed water system.
