Heath Jenkins, P.E. is the Director of Aviation for CMA. Mr. Jenkins has worked at airports both national and international and has thorough knowledge of both FAA and ICAO design and construction requirements. He has been involved in a wide variety of projects including terminal expansion and relocation, commercial and T-hangar hangar development, passenger boarding bridges and gate stands, paving projects, stormwater analysis, wayfinding, facility maintenance, and master planning. He has experience as a Program Manager, Construction Administrator, and Client Manager for continuing service contracts. He has also been involved in numerous project delivery types including design build, construction manager at risk (CMAR), as well as traditional design, bid, build delivery. His area of expertise is in pavement design, having performed design and construction services for multiple runway, taxiway, and apron projects for both concrete and asphalt pavements. Mr. Jenkins is heavily involved in the American Society of Civil Engineers (ASCE)  reviving the Pensacola Branch in 2013 and serving as the Branch President (2013-2016) and is the current Golf Tournament Chair. He is also involved at the ASCE Florida Section level having served as State Secretary / Treasurer (2019-2021), Student Activities Committee (2021-2025) and State Section President (2025-2026). Mr. Jenkins has a Bachelor Degree in Architectural Engineering from the University of Texas and a Master of Business Administration from the University of Florida.

Tim Hogans brings more than two decades of experience in public policy, utility operations, and stakeholder engagement to CMA. As Vice President of External Affairs & Government Relations, he leads CMA’s national outreach with elected officials, industry associations—including the National Association of Counties, Florida Association of Counties, Florida League of Cities, Broward League of Cities, and the American Public Power Association—and community partners to advance transformative infrastructure initiatives. Prior to joining CMA, Tim spent 22 years with NextEra Energy / Florida Power & Light Company, holding leadership roles in External Affairs, Regulatory & Political Affairs, Marketing & Communications, Power Delivery, Transmission Origination, and Customer Service. Among his signature achievements are launching the first electric vehicle dealership partnership and coordinating the LNG EDGE campaign spanning Argentina.

Tim is a Lean Six Sigma Green Belt, a graduate of NextEra Energy’s Leadership Edge program (2018), and an alumnus of Harvard Law School’s Negotiation and Leadership executive course. He earned both a B.S. and an M.S. in Electrical Engineering from Florida State University. Based in Miami, he channels his passion for people forward service into civic leadership. He currently Chairs the Urban League of Broward County, serves as President of Sigma Pi Phi Fraternity for Dade & Broward Counties, held several leadership roles with Leadership Florida and is a lifetime member of Leadership Broward. He’s a past Chair for Greater Pompano Beach Chamber and Coral Springs / Coconut Creek Chamber of Commerce. A committed volunteer, Tim has answered storm recovery duty after every hurricane since 2003.

Tim Richter is the Director of Human Resources and Talent Acquisition for CMA responsible for recruitment, retention, employee motivation and satisfaction for the firm, as well as anticipating future workforce needs for the firm. Mr. Richter has more than 20 years of experience in the Architecture, Engineering, and Construction (AEC) industry. In 2019, he founded Richter Resource Consulting Corp., and, in that role, he is responsible for the strategic vision, organization development, and management of the human resources and talent acquisition department. For CMA, He oversees recruiting and onboarding, compensation and benefits, and the employee relations lifecycle. Mr. Richter received his Bachelor of Science in Accounting degree from The Florida State University.

Bill Daly serves as the Director of Information Technology at CMA, where he has led the firm’s technology strategy and infrastructure since 2013. With a Bachelor of Science in Computer Engineering from Florida Atlantic University, Bill brings over a decade of hands-on and leadership experience in systems administration, network security, and process automation. He is highly proficient in Windows Server, MS SQL Server, PowerShell, VB.NET, and ASP.NET, and has successfully implemented secure remote access solutions, Microsoft Azure integration, cloud-based identity systems, and Fortinet enterprise security platforms. Bill’s work ensures the firm’s technology environment remains secure, scalable, and aligned with the needs of a fast-moving, multidisciplinary engineering practice.

Shahin Hekmat, P.E., F.FES, FACEC is Director of Quality Assurance for CMA, with over three decades of experience in engineering design and project management related to public and private sector projects. He has served as the City Engineer for the City of Weston; Consulting Engineer for the Cities of Sunny Isles Beach, Dania-Beach, Lauderhill and North Lauderdale; and District Engineer for South Broward Drainage District, Indian Trace Development District, Bonaventure Development District and North Lauderdale Water Control District. His primary areas of expertise are in stormwater management and drainage design, with concentration on watershed analysis and preparation of storm water facility reports and master plans.  His design experience also includes roadway and land development projects; specifically design of water distribution systems, sanitary sewer collection and disposal systems, paving, grading, drainage systems and flood routing analysis, permitting, construction oversight, and project close-out.  Mr. Hekmat has been involved in preparation of Environmental Resource Permits (ERP) and the approval process through SFWMD, FDEP, COE, and County for major land development projects in Florida as well public facilities such as water, wastewater and reclamation plants, public works compounds, parks, hospitals, and roads. Mr. Hekmat’s project philosophy and approach is based on collaboration amongst the client and the project team.  He believes only through collaboration and communication can the needs of the client be met.  Mr. Hekmat is very active in professional societies.  He stays current with extensive continuing education credits, including seminars, conferences, certifications and most recently the FES Florida Leadership Institute.  In addition to being certified by the State of Florida as an NPDES Inspector, he has been a guest lecturer at the University of Miami, College of AEC senior design class and an adjunct professor at Florida International University School of Architecture.

Nilsa Zacarias, AICP, is Director of Planning and a Principal Planner for CMA. She has more than 24 years of professional experience encompassing land use planning, urban design, community development initiatives, and architecture—both internationally and in the United States. Ms. Zacarias graduated from the College of Architecture, Catholic University in Paraguay; then, she  was honored with a Fulbright Scholarship to pursue a Master’s Degree in Community and Regional Planning at Iowa State University. Ms. Zacarias has conducted development initiatives for the United Nations Development Program, Inter-American Development Bank, Japan International Cooperation Agency (JICA), and  Canada International Development Research Centre (CIDRC); and numerous urban planning projects in South Florida. Utilizing her public and private-sector experience, Ms. Zacarias provided consulting services to the City of Lake Worth Beach, City of Delray Beach, Village of Tequesta, Town of Manalapan, City of Westlake, Town of Mangonia Park, Town of Lake Park, Town of Palm Beach, City of Vero Beach, and City of Fort Pierce among others. Ms. Zacarias has been a speaker at the Florida American Planning Association (APA) conference in 2021, and in other previous years.  She is also a Board Member and Past President of the Palm Beach County Planning Congress, and a certified planner by the American Institute of Certified Planners (AICP).

Patrick Kaimrajh, P.E. is the Director of Land Development for CMA and specializes in leading and managing civil engineering design, permitting, and construction oversight. Mr. Kaimrajh has worked for a variety of public sector clients at the City, County and State level, as well as private development clients in commercial, hospitality, healthcare, industrial, mixed-use and residential market sectors. Land development involves numerous engineering specialties to transform a plot of land to a built environment. Patrick has the expertise needed to complete complex land development projects. His experience includes preparation of final design packages including paving; grading; drainage collection systems with controlled outfalls and injection wells in coastal areas; water distribution systems; wastewater collection systems and lift stations; pavement marking and signage; traffic control and phasing; and erosion and sediment control plans. He is currently serving on the Civil Engineering Advisory Board for the University of Miami College of Engineering, as well as serving as Secretary-Treasurer for American Society of Civil Engineers (ASCE) Florida Section. He is a graduate of the Florida Engineering Leadership Institute (FELI) and ULI SE Florida Leadership Institute, and an active member of Florida Engineering Society (FES) and Urban Land Institute (ULI). Thomas Gardner, P.E. is the Vice President of Electrical Engineering for CMA’s electrical engineering team and has experience in design and management of numerous electrical power, control, and lighting projects. His diverse experience allows him to anticipate obstacles on the front end of projects and creatively address complications all the way through construction. G. Benjamin Lehr, P.E., LEED AP is the Director of Transportation for CMA. In his role, he is focused on business development and project execution for State of Florida Departments of Transportation (FDOT) and public sector clients in Florida and Georgia. Ben has completed a variety of projects for Cities, Counties, and State level government. His experience includes project oversight, management, workload planning, and structural design for numerous projects in Florida, Georgia, Mississippi, South Carolina, North Carolina, Texas, Virginia, West Virginia, and Ohio. His responsibilities include project management, client management, staff management, workload planning, and marketing. Ben has been involved with the management of large-scale design-build projects ranging from a $66M new bridge over the intracoastal waterway to a $425M, 21-mile interstate widening. Ben holds a Bachelor of Science Degree and Master of Engineering Degree from the University of Florida in Civil and Structural Engineering respectively and is technically proficient in the design of highway bridges and miscellaneous structures. He is an active member of the American Road and Transportation Builders Association (ARTBA), the Design-Build Institute of America Florida Region (DBIA-FL) and is a member of the American Council of Engineering Companies of Florida (ACEC-FL) Transportation Committee.
